Vaguely Steampunk Christmas Sculpture

If you keep your eyes open, you discover steampunk-esque artifacts almost everywhere.
This image was taken in pretty close proximity to where I spend most hours of daylight during the winter months, i.e. near my office:

Now, what can we make of this sculpure? Something modernist or is it almost dystopian? Some rusty cog-wheels on a carved piece of old wood… Yes, somewhat post-apocalyptic and definitely weird. I guess it is art… I wonder if anybody but self-declared experts of modern art actually like it.
What I find most disturbing: This “angel” has a distinctly female figure and two cog-wheels are very prominently placed on certain parts. I have to be vague, this is a PG blog after all…
